Welcome to the Administrative Services Department. Within this department are the Finance, Information Technology and Purchasing Divisions. The department is focused on providing exceptional customer service to both internal and external clientele. The department reports the financial state of the city and ensures the needs of each division are met in order to better service the community at all times.
The Finance division is responsible for maintaining the fiscal affairs of the City, the Rialto Utility Authority and the former Redevelopment Agency. This includes maintenance of the general accounting and budget records, accounts payable, payroll, accounts receivable functions and providing citywide purchasing services and controls. In addition, department personnel are responsible for debt and cash flow issues and all reporting requirements.
The Finance division is responsible for processing of animal licenses, parking citations and other licensing requirements of the City and for processing approximately 19,000 water, sewer and ambulance accounts. Department personnel also oversee the administration of the City’s worker’s compensation, general liability functions and Information Technology Services.

We strive to maintain an open, competitive and friendly atmosphere to create a mutually beneficial relationship with all vendors. The purpose of this section is to acquaint vendors with the purchasing policies, procedures, and bidding regulations of the City of Rialto. Our Information Technology Division specializes in a variety of professional level services in support of computer information systems within the City.
