William began working for the City of Rialto in 2006 and is a longtime resident since 1984. Initially, he was hired as Purchasing Manager and was later promoted to Information Technology / Purchasing Manager in 2015. Currently, William is responsible for developing, analyzing and managing all procurement activities within the City’s centralized Purchasing Division and implementing and maintaining the City’s technology infrastructure and operational requirements, City-wide. William’s education history consists of Bachelor of Science in Information Technology, Certified Public Purchasing Officer (CPPO) received in 2009, and Certificate in Purchasing Management (CPM) received in 1993.
