Lucy Garcia began her career as a public administrator more than 20 years ago, delivering and developing services, programs, and projects for the community to enjoy. The extent of her work includes service to the communities of Chino, West Covina and San Marino.  Her work history has particular emphasis on Community Services as an Analyst and Manager; however, she also has been a Department Head for Library Services and Parks and Public Works.  She served as Assistant City Manager in San Marino during the last six years, overseeing Human Resources and Risk Management and providing support to the administration of the budget, grants, Capital Improvement Program, and special projects.

Ms. Garcia holds a Bachelor’s Degree in Public Administration from the University of Southern California and a Master’s Degree in Public Administration with emphasis on Governance from the University of La Verne.
